Bio and Photo

 

Mr. Michael E. Turner is Director of The DFAS Office of Small Business Programs and serves as the Agency’s Small Business Advocate. Mr. Turner works to create an environment for maximum participation by small, disadvantaged, and woman-owned businesses in federal government contract awards and large prime subcontract awards. As Director, he serves as the special assistant and advisor to the Agency Director and Deputy Director and has full delegation of authority for planning and establishing policies and procedures for implementing the following programs: Small Business, Small Disadvantaged Business, Women-Owned Small Business, Historically Underutilized Business Zone (HUBZone) Business, and Service Disabled Veteran Owned Business. Mr. Turner is also the Subject Matter Expert (SME) for The AbilityOne Program (SourceAmerica), National Industries for the Blind (NIB), and Federal Prison Industries (UNICOR) Programs. Mr. Turner represents the agency in dealing with business firms (large and small), other Federal agencies, the U.S. Small Business Administration, Professional and trade associations, State and local governments, and members of Congress.
